The point is, you're busted, not someone else. And if you want to go after dbl parked cars, mount a statement in general, or specific (plates), to the Cambridge PD.

That said, if you are REALLY?fed up about the dbl parked cars--and the Cambridge Bike Committee has some conversations about this--you should mount a complaint with the Cambridge PD. That would be a good use of "critical mass." 


Who said they were trying to avoid a ticket by mentioning any of this to the officer?
