=v= What one does in the situation is hard to tell. As an
activist I've had to deal with this particular situation with
a variety of police officers and there's no one-size-fits-all
solution.
=v= What one can do now is write a letter to the airport and the
local government, explaining that you are a bike tourist who
could potentially spend money in Minneapolis/Saint Paul, however
you object strongly to the appalling behavior of their police.
You could remind them that a bicyclist using the road is in fact
legal, that police do *not* have the right to order citizens to
do something illegal, and that police absolutely have no right
whatsoever to use tasers or any other device or procedures as a
form of torture.
