The Landmarks Commission's argument IS slippery. Which is why it needs to
be fought with something that doesn't give them any ground to let them oil
out of their responsibilities to the public etc. Tough to do in short
words, but then why use those words to give them the oil?
It was a great start. Better to have something in public than nothing -
just keep building on it!
