Another way to distinguish things is to talk about the difference
between TRAFFIC laws and EQUIPMENT laws.  Traffic laws apply to all
vehicles fairly similarly (the only two variances for bikes are that
they can legally pass on the right - though it's not necessarily a good
idea - and bikes are prohibited from limited access expressways). 
Equipment laws, on the other hand, apply to diffferent vehicles
differently (this includes operating licenses).
