In terms of warning a loosely affiliated organization, I suspect they do it the way BCM organizes - internet, flyers, press, that sort of thing.

What should enrage every bicyclist in New York is what's printed on the
NYPD flier, and that is the law in New York State whether or not the RNC is
in-town:
BICYCLISTS MUST RIDE IN USABLE BIKE LANES OR NEAR THE CURB OR EDGE OF THE
ROADWAY AND NOT MORE THAN TWO ABREAST.

So ... how would you like to be moving across Herald Square in this bike
lane? --

By the law in New York, you're required to be on the turning-side of that
left-turning truck. Cyclists in New York ought to be LYING DOWN in those
bike lanes to make them unusable, rather than supporting them. And if
there's anything better than that photograph to demonstrate that cyclists
in New York are treated as less-than anyone else on the road -- below
truckers, car drivers, pedestrians and pigeons -- I'd like to see it.
As for what happens to your bike once it's seized ... well, I hear Andy
Sippowitz is on a diet, and he's got a brand-new bike to help him lose weight.
